Leawood commission paves way for new shopping center along 135th Street

This week, Leawood gave the initial green light to a project that aims to bring apartments, shops and offices to the growing southern part of the city.

At its Tuesday meeting, the Leawood Planning Commission unanimously approved a rezoning request and preliminary plans for a new mixed-use project dubbed Oxford Promenade.

Pending final city approval, developers say work on the site at 135th Street and Mission Road could start later this year.

The project encompasses more than 500,000 square feet

  • The proposal includes 294 apartments, which will take up 365,750 square feet of the development’s overall space.
  • It also includes 91,040 square feet of retail and 81,368 square feet of office space.
  • In addition, two public “promenade” gathering areas and a two-level parking garage with 449 parking stalls are included in the plans.

The project would be built in five phases

  • Per the plans approved this week by the planning commission, the two retail buildings will be built on the northeast corner of the development during the first phase of construction.
  • The second phase would then include three more retail buildings on the northwest side.
  • The third phase would include three apartment buildings, one mixed-use building and the apartment clubhouse on the southwest side.
  • The fourth phase would consist of one mixed-use building and a two-story parking garage, followed by the three-story office building in phase five.

The City Council still needs to approve the plan

  • The Leawood Planning Commission sent the plan to the Leawood City Council, which will review it in the coming weeks.
  • Commissioners largely agreed the property served as a good example of what mixed-use projects should look like in the city.
  • “One of our big things within mixed-use developments is to have what we’ve been calling a sense of place,” said Commissioner Liz Hoyt. “I think this is a good proposal and one that the staff, in the future if you’re working with future applicants to say, ‘Well, here’s an example of something that creates a sense of place.'”
