2025 Fairway city council election primer
Three races for Fairway City Council are contested this year, in Wards 2, 3 and 4. There are two more uncontested races in Fairway, for a fourth city council seat as well as for mayor. For candidates in contested races, you can read their responses to our questionnaire below and view a video of the forum the Post held earlier this fall. Candidates in uncontested races were not asked to provide questionnaire responses or participate in the Post’s forum.
Mayor
- Mayor Melanie Hepperly, a retired accountant, is seeking her third term in office and is running unopposed.
Ward 1
- Two-term incumbent Councilmember Kelly-Ann Buszek is running for a third term unopposed.
Ward 2
In Ward 2, incumbent Councilmember Dan Bailey is seeking his third term and faces a challenge from Emily Snyder.

Ward 3
In Ward 3, Bill Stafford, a current member of the city’s board of zoning appeals, is running against James Hafner, who ran unsuccessfully for a Ward 3 seat two years ago. The winner will take the seat currently held by David Watkins, who is not running for reelection.
