Billy was born on March 20, 1929 in Danville, Illinois to James Lyle and Minnie Pearl (Ramsey) Evans. He worked for Kansas City Star as a paper carrier. On January 21, 1949 in Joplin, Missouri, Billy married Carolyn Fay Ulrich. They lived in Wichita until moving to Gardner in the 1960’s to raise their children. Billy was a member of Faith Builders Church in De Soto, Kansas He enjoyed fishing, boating and jet skiing with his family. Billy liked to garden, do yardwork and care for flowers.
Billy was preceded in death by his parents; wife Carolyn and son Tim. He is survived by his children: Candace (Wayne) Bollig, Olathe, Kansas, Dee (Bob) Houston, Langley, Oklahoma and India Lee (Omar, Jr.) Holtgraver, Ottawa, Kansas; daughter -in-law Debbie Evans, Gardner, Kansas; nine grandchildren; 21 great-grandchildren and 2 great-great-grandchildren.
