Jarrod Ousley (Democratic, incumbent)
Jarrod Ousley has represented District 24 since 2014. A Merriam resident, Ousley works as a painter and has raised his family in the district. His wife is Shawnee Mission school board member Heather Ousley. Jarrod Ousley argues the state’s underfunding of special education is driving up local property taxes and says this year’s higher-than-expected state tax revenues could cover the gap. He also backs Medicaid expansion and protecting ballot access. He voted to bring the Chiefs to Kansas and supports a pause on data centers until guardrails are in place.
Scott Speicker (Republican)
Scott Speicker does not list prior political experience on his campaign website but says he was a military veteran who deployed overseas. Professionally, Speicker has worked in data analytics and avionics. Where Ousley ties property tax relief to state school funding, Speicker wants to cap valuations, limit local spending and get on a path towards eliminating property taxes entirely. He also backs a top-to-bottom audit of state agencies, opening Kansas to competitive electricity providers and removing Flock license-plate cameras.
